SUBJECT / RECOMMENDATIONS

Approve the Memorandum of Agreement Between the School District of Hillsborough County and the Hillsborough County Crisis Center, Inc., for the Provision of Services for the Full Service Schools Program (Student Services & Federal Programs Division)

EXECUTIVE SUMMARY

This Memorandum of Agreement is in effect November 10, 2006. The Rapid Response Student Advocacy Program is designed to reduce child abuse and neglect and domestic violence. The program is offered to students and families at DeSoto and Mort Elementary Schools.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 – The District will eliminate the FCAT (Florida Comprehensive Assessment Test) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

$213,838 – These funds are generated from various community partners and given to the Crisis Center of Tampa Bay, Inc. to implement the Child Victim Rapid Response Program at Mort and DeSoto Elementary Schools. The funding pays for the on-site program services to students and wrap-around services for their families. These funders include: Attorney General for the State of Florida, The Children’s Board, United Way, Family Support Services of the Crisis Center of Tampa Bay, Inc. (Social Enterprise), and the Crisis Center of Tampa Bay, Inc. (Social Enterprise).

EVALUATION

Participating families and select school staff are surveyed regularly regarding program services. The surveys are utilized to evaluate the success of the interventions. Quarterly evaluation reports are submitted to program funders including the Children’s Board and the Victim’s of Crime Act (V.O.C.A.). Program data is available on an annual basis, due on July 31, 2007, and will be shared with the Hillsborough County School Board in August of 2007.
