SUBJECT / RECOMMENDATIONS

CLASSROOM ADDITIONS AT VARIOUS SCHOOLS
APPOINTMENT OF ARCHITECTS AND CONSTRUCTION MANAGERS

EXECUTIVE SUMMARY

Proposals for architectural and construction management services were accepted August 18, 2006. A Public Announcement was issued and a tabulation made of the firms that responded to the legal advertisement. The Professional Services Selection Committee convened the week of August 21 to review submittals and develop a short-list. Prospective providers were evaluated in accordance with the "Consultant's Competitive Negotiation Act," "State Requirements for Education Facilities," and School Board policy. During the week of August 28, the Committee reviewed the short-listed applicants using a rubric and authorized staff to proceed with fee negotiations with the top-ranked firms. Negotiations are now complete and Board approval is required for formal appointment.

A recommendation is made to approve the following appointments: (See Attachment H)

The addition of these classroom wings is planned to “gain back” the capacity lost due to the impact of the Class Size Reduction Amendment. The funding received from the state for these projects is specifically allocated for this purpose and identified projects are in accord with our Five-Year Facilities Work Plan. Community meetings will be held in January, as per the interlocal agreement, to determine consistency with the Comprehensive Plan. All of the proposed additions are prototype designs that can be reused at various sites. This long-standing policy of the Board has and will allow the program to be adapted to changing conditions and priorities, including the emergency reuse of designs when growth accelerates.
