Approve Contract Amendment with Computer Associates (CA), Inc. for Software Licensing (Information and Technology)

EXECUTIVE SUMMARY

On August 22, 2006, the School Board approved a contract with CA, Inc. for software licenses necessary to maintain our Student Information System, Computer Network Management and Service Desk applications. This amends that contract to provide our district the CA-Easytrieve Plus Report Generator Option for DB2 and CA-Datacom Database Server Option software. The software is necessary to use the Department of Education’s Class Size Reduction (CSR) programs. This software will enable us to calculate our class size ratios independently of the state’s specified schedule. This ability is necessary to allow more time to adjust staffing levels or student assignments in order to comply with the CSR requirements.

The addendum also includes contract language necessary to minimize the costs of our CA, Inc. software by supporting Logical Partitions. Logical Partition is the division of a computer’s processors, memory, and storage into multiple sets of resources so that each set of resources can be operated independently with its own operating system and applications. Without Logical Partitions the software cost is based on the full capacity of the mainframe. The Logical Partition provides approximately a 75% reduction in cost for our CA, Inc.Software.

The use of this software is not limited to CSR. The software will be used to assist the Information Services staff meet the demands for ongoing reporting requirements for student information.

Goal 6: All schools in the District will be assigned a state grade of A, B, or C.

FINANCIAL IMPACT (Budgeted: Yes)

The software license cost is $30,000 per year. The total cost for the three-year contract is $90,000. The additional cost will be expensed from the Information Services department software budget.

EVALUATION

The CA, Inc. software is reviewed annually to confirm that it provides the functionality required to meet the District goals and objectives in a cost effective manner.
