MEACHAM SCHOOL
DECLARATION OF SURPLUS PROPERTY

EXECUTIVE SUMMARY

District staff has been working with the Tampa Housing Authority, City of Tampa and the Bank of America on the redevelopment plan of the Central Park Village (CPV) community. CPV is proposed as a mixed use/mixed income community and is intended to revitalize this downtown neighborhood. As part of the overall redevelopment plan, the land on which Meacham sits is a critical location for the project. On October 10, 2006, the School Board provided authorization to allow the Tampa City Council to rezone the Meacham school site as part of the CPV redevelopment plan.

The Meacham site will be incorporated into the redeveloped Central Park community and another school site within the community will be provided to the District by the Housing Authority to eventually house a new school building. As of January 16, 2007, there were 116 students attending Meacham. Those students will be accommodated elsewhere in the District. Discussions are progressing with the Housing Authority on finalizing a site and the terms of the agreement to exchange lands. The School Board will be presented with that information on a separate agenda when all the details have been thoroughly examined by staff and legal counsel.

The Meacham property is listed on the National Registry of Historic Places. It does not have any local "historic landmark" designation. The National designation does not limit the use or actions on the property. It is the intent of the District staff to work with the Housing Authority to ensure that appropriate recognition is provided to memorialize the site's significance to the community.

In compliance with Florida Statute 235.04, the building and site at Meacham must be declared surplus property in order for all parties to move towards the next phase of this project.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 6 - All schools in the district will be assigned a state grade of A, B, or C.

FINANCIAL IMPACT (Budgeted: No)

There is no financial impact to the District as a result of this action. Financial impacts will be determined for subsequent Board actions that will be necessary to finalize the proceedings related to a future land exchange.
