Approve Contract for New Springs Charter School

EXECUTIVE SUMMARY

Charter school legislation, 1002.33, F.S., permits individuals, organizations and community members the opportunity to submit an application to the School Board for the creation of a charter school. On October 18, 2006, the School Board approved the application for New Springs Charter School.

New Springs Charter School will be located at 4801 East Fowler Avenue, Suite 100, Tampa, FL 33617. In its first two years of operation, the school will serve students in grades 6-8, with secondary grade levels added in subsequent years. The curricular focus will be primarily centered on math and science, which will be enhanced by the school’s location in the building that houses the Museum of Science and Industry, which is located across the street from the University of South Florida.

A copy of the proposed five-year contract for the school is attached. The original charter application is included as Appendix I, and the school’s academic goals and objectives are found in Appendix II. In the event there is a discrepancy between the contract and the charter application, the terms of the contract will prevail. New Springs School’s, Inc. has agreed to all terms of the contract, which has been revised to include the most recent revisions to 1002.33, F.S.

FINANCIAL IMPACT (Budgeted: Yes)

The charter school’s first year enrollment projection of 154 middle school students will generate approximately $876,969 in FEFP (Part I) funds. The District retains five (5) percent of these funds as an administrative fee to support services provided by the District. The school will also qualify for categorical, capital outlay and grant funds as appropriate and allowed by Florida statutes.
