Approve Amendment #1 to the Contract between Hillsborough County School Readiness Coalition, Inc., Doing Business As Early Learning Coalition of Hillsborough County, and Hillsborough County Public Schools – Early Childhood School Readiness Programs (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The contract between Hillsborough County School Readiness Coalition, Inc., doing business as Early Learning Coalition of Hillsborough County, and Hillsborough County Public Schools – Early Childhood School Readiness Programs is for the provision of early childhood education and child care services for low-income families. The term of this contract is July 1, 2006, through June 30, 2007. Amendment #1 increases funding to cover additional child care slots and the purchase of curriculum for school readiness providers to enable them to meet the mandate of Florida Law Chapter 411, which requires child care providers caring for children in the subsidized child care program to utilize developmentally appropriate curriculum. By virtue of a specially called Early Learning Coalition of Hillsborough County Board meeting on February 20, 2007, the $2,700,000 funding increase was approved and made available for immediate use on February 20, 2007. Amendment #1 is effective March 14, 2007.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of ten percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The original total of $43,814,896 is increased to $46,514,896. The federal/state funding originates with the Agency for Workforce Innovation Office of Early Learning flowing through Hillsborough County School Readiness Coalition, Inc., doing business as Early Learning Coalition of Hillsborough County and passed to Hillsborough County Public Schools to provide early education and child care for approximately 10,361 children from eligible low-income families. The administration fee, earmarked funding for infant and toddler quality enhancement, child care resource and referral, inclusion services and curriculum purchase is $7,142,136, which leaves a remainder of $39,372,760 for direct child care services at an annual average rate of $3,800 per child.

EVALUATION

This contract is reflected in the year-end financial statements which are audited annually by the Hillsborough County School Readiness Coalition, Inc. as prescribed by law. The Board will receive the audit reports when they are completed. The time of completion will vary based upon the activities of the auditors.
