Approve Amendment #002 to Contract LK620 Between the State of Florida, Department of Children and Families, and Hillsborough County Public Schools (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The original two-year cost reimbursement contract (October 1, 2005, through September 30, 2007) provides child care services for refugee families resettling in Hillsborough County. Refugee clients are referred for service by local resettlement agencies under contract with the Department of Children and Families. The funding for the first year was set at $410,000 for approximately 98 children. Amendment #001 (October 2006 through September 2007) set the funding amount at $376,000 for the second year of the two-year contract. The dollar amount was determined by using the average child care enrollment for the first nine months of the 2005-2006 fiscal year. Amendment #002 increases the level of funding for the second year to $697,320 because of an unexpected increase in the number of refugee children requiring child care services.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

Amendment #002 increases funding by $321,320 providing a total of $697,320 for the second year of the contract. Of the total, $655,114 is to be used for direct child care services for approximately 162 children of refugee families with the remaining $42,206 covering the costs of program implementation. These federal funds are channeled to the District through the Department of Children and Families from the Florida Office of Refugee Services.

EVALUATION

This contract and any amendments made a part thereof are audited by the Department of Children and Families Florida Office of Refugee Services, during the performance of said contract. The Board will receive the audit report when it is completed. The time of completion will vary based upon the activities of the Department of Children and Families, Florida Office of Refugee Services.
