Evaluation of Amendment #1 of the Contract with Hillsborough County School Readiness Coalition, Inc. and Early Childhood School Readiness Programs (Student Services and Federal Programs Division)

On May 6, 2006, the School Board approved Agenda Item E5.16 with the Voluntary Prekindergarten Program. The contract, with a term of July 1, 2005, through June 30, 2006, provided funding for intake and eligibility services for children registering for the Voluntary Prekindergarten Program as well as the disbursement of monthly payments to the Voluntary Prekindergarten providers. Amendment #1 revised the dollar figure of $489,945 for administrative services in the original contract to a percentage figure of 3% as specified by law. The 2005-2006 Monitoring Report for the Readiness Program is the evaluation tool for this contract and is attached along with our letter of response. The Monitoring Report summary states, “There are no major areas of concern to address as a result of this site visit. Other areas noted are of a minor nature and are reflected in the recommendations.”

Goal 5 – The district will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

The original contract administrative services amount of $489,945 was amended to 3% of the total invoiced dollars for Voluntary Prekindergarten program services. Said service costs were expected to be approximately $11,000,000 with the 3% administrative services fees to be estimated at $330,000. These federal/state funds were channeled from the State of Florida Agency for Workforce Innovation, Office of Early Learning to the Hillsborough County School Readiness Coalition, Inc., doing business as the Early Learning Coalition of Hillsborough County and ultimately to School Readiness Programs. No district funds were part of this contract.

No evaluation will be conducted due to contract cancellation.
