Evaluation of Amendment #1 of the Contract Between the School Readiness Programs and the Boys and Girls Clubs of Tampa Bay (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

On May 13, 2006, the School Board approved Agenda Item E5.20 with the Boys and Girls Clubs of Tampa Bay. This contract with the Boys and Girls Clubs of Tampa Bay was effective from July 1, 2005, through June 30, 2006, and provided funds for child care for children of low income, at-risk families eligible under the Child Care Purchasing Pool program. The Child Care Purchasing Pool is a partnership program that draws funds from local agencies that are matched at 100% by the Agency for Workforce Innovation Office of Early Learning, Child Care Executive Partnership. Amendment #1 reduced the contract amount due to a reduction in funding from the state agency. The 2005-2006 Monitoring Report for the Hillsborough County School Readiness Program is the evaluation tool for this contract and is attached along with our letter of response. The Monitoring Report summary states, “There are no major areas of concern to address as a result of this site visit. Other areas noted are of a minor nature and are reflected in the recommendations.”

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 – The district will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The original total funding of $700,000 contracted with the Boys & Girls Clubs of Tampa Bay and by the School Readiness Child Care Purchasing Pool program were to be expended to provide child care services for eligible school age children. Amendment #1 reduced the funding for Boys and Girls Clubs of Tampa Bay by $295,284.65, adjusting the total amount to $404,715.35. These state funds originated with the State of Florida Agency for Workforce Innovation Office of Early Learning, Child Care Executive Partnership and were allocated to the Hillsborough County School Readiness Coalition, Inc., doing business as the Early Learning Coalition of Hillsborough County; and then by virtue of a contractual agreement, passed to the School Readiness Program. No district funds were part of this contract.

EVALUATION

No evaluation will be conducted due to contract cancellation.
