Evaluation of Amendment #1 of the Contract Between Hillsborough County School Readiness Coalition, Inc. and Early Childhood School Readiness Programs (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

On May 6, 2006, the School Board approved Agenda Item E5.20 with Hillsborough County School Readiness Coalition, Inc. and Early Childhood School Readiness Programs. The contract provided match funding utilized solely for meeting the 6% match requirement mandated by the State of Florida Agency for Workforce Innovation, Office of Early Learning for the Hillsborough County school readiness allocation. Amendment #1 provided an increase of funds from the Children’s Board of Hillsborough County to the Hillsborough County School Readiness Coalition, Inc. and passed on to the School Readiness Programs to assist in meeting the required match. The term of the contract was July 1, 2005, through June 30, 2006. The additional match funding assured that the maximum federal funding could be drawn down for the continuation of early education and child care services for approximately 12,781 children from income eligible families in Hillsborough County. The 2005-2006 Monitoring Report for the Hillsborough County School Readiness Program is the evaluation tool for this contract and is attached along with our letter of response. The Monitoring Report summary states, “There are no major areas of concern to address as a result of this site visit. Other areas noted are of a minor nature and are reflected in the recommendations.”

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 – The district will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The increase of $12,500 to the original contract amount of $536,873 was used to meet the match funding required for the Hillsborough County allocation of school readiness dollars from the State of Florida Agency for Workforce Innovation, Office of Early Learning. No district funds were part of this contract.

EVALUATION

No evaluation will be conducted due to contract cancellation.
