Approve the Interlocal Agency Agreement with Hillsborough County Board of County Commissioners for Participation as a Delegate in the Head Start Program (Student Services and Federal Programs Division)

We request approval of the Interlocal Agency Agreement with Hillsborough County Public Schools’ Head Start Program. Hillsborough County Head Start Program has been in operation for 43 years as a delegate Head Start agency and continues to provide comprehensive services to the 1,759 eligible three, four, and five-year old children served in 89 classrooms at 45 elementary sites. This Interlocal Agreement is in effect October 1, 2007, through September 30, 2008.

Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

The total funding of $9,959,994 comprised of $9,910,496 in Program Account 22A funds and $49,498 in Program Account 20A funds, is contracted to the Hillsborough County Public Schools' Head Start Program and is expended for the operation of the total Head Start Program and all services provided to eligible children and families served. All funds are generated by Part 4 dollars.

Each year the financial statements are audited by Hillsborough County Board of County Commissioners by law. The funding for the Hillsborough County Public Schools' Head Start Program is provided through federal dollars. The flow-through dollars are channeled by the Board of County Commissioners' as the Grantee. There is no district-generated revenue used for this program.
