The Title 1 Program has, for the past several years, employed Catapult Learning (formerly Sylvan Education Solutions) to provide third party remedial reading and mathematics services to 22 eligible private schools serving approximately 675 Title I students. On September 23, 2003, the School Board approved Catapult Learning Sylvan Corporate Umbrella as the sole source provider of these services through the 2007-2008 school year.

Goal 1- The percentage of students scoring at Level 3 or higher on the FCAT in Reading will increase a minimum of 5%. Goal 2- The percentage of students scoring at Level 3 or higher on the FCAT in Mathematics will increase a minimum of 5%.

This item is included in Special Revenue funds for Title I in an amount not to exceed $888,863 for a one-year period. The awarded proposal is for a five-year period and the financial impact for the remaining 2 years, beginning with the 2006-07 school year, will be presented to the Board for approval on a year-to-year basis.

At the conclusion of the 2007-08 school year, a complete program evaluation will be conducted. Student achievement data, as well as survey results from principals, teachers, and parents will be used to determine overall program effectiveness. The results of this evaluation will be shared with the provider and be a critical factor when the district determines contract renewal and any future contract awards.
