SUBJECT / RECOMMENDATIONS

Approve Contracts of Supplemental Educational Providers for the 2007-08 School Year. (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

Title I Part A of the No Child Left Behind Act requires that schools that do not make Adequate Yearly Progress (AYP) for three consecutive years must offer tutoring through state approved providers referred to as Supplemental Educational Services or SES. After approval from the state, all SES Providers must contract with each individual school district in which they intend to provide services. The SES district contract was written with significant input from site facilitators, district and state officials, as well as state-approved providers. It is in alignment with State Bill 772 passed during the 2006 Legislative session, which establishes school district and provider responsibilities for SES in Title I schools.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10% as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The total potential impact to the Title I Part A NCLB Choice Set Aside is $8,668,713. The total potential impact administratively to the Title I Part A General Fund is estimated to be $750,000. (Costs include program staff and support staff, required marketing expenses as stipulated by law, and miscellaneous materials and supplies)

EVALUATION

Although the state does not permit districts to evaluate the SES Providers directly, Hillsborough County conducts its own evaluation of the performance of Supplemental Educational Providers to determine effectiveness of services. Currently, the Assessment and Accountability division is conducting an evaluation of the Title I Program to determine overall program effectiveness which includes the data analysis of each child who received supplemental educational services. This data will be shared with the Superintendent and School Board by November 1, 2007.
