Approve Contract Modification with Tampa Bay Workforce Alliance, Inc. (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The original contract with Tampa Bay Workforce Alliance, Inc. with an initial term of March 1, 2007 through June 30,2007, was approved by the Board April 10, 2007, to provide child care and early education services for children of Hillsborough County participants enrolled in employment and training activities sponsored by the Workforce Investment Act. This modification of the contract which renews the agreement for the 2nd term of the two-year contract for the period from July 1, 2007, and ending June 30, 2008, was received in the Early Childhood School Readiness Programs’ office on August 15, 2007, due to Tampa Bay Workforce Alliance, Inc. administrative issues. In order to assure uninterrupted child care services between July 1, 2007, and the date of Board approval, Tampa Bay Workforce Alliance, Inc. issued a “Letter of Intent” dated June 27, 2007, which is attached.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

Federal funds totaling $42,000 are contracted through Tampa Bay Workforce Alliance, Inc. for the provision of early education and child care services for children of families eligible for Workforce Investment Act employment and training activities. The amount of $2,514 is dedicated to indirect costs and office supplies and $39,486 is designated for direct child care services. With the average annual cost of care at $3,800 per child, approximately 10 children will receive services during the contract term.

EVALUATION

As required by the contract, an annual Program Performance Report is submitted to Tampa Bay Workforce Alliance, Inc. for its consideration and approval. The funding is provided through federal dollars. The flow-through dollars are channeled by Tampa Bay Workforce Alliance, Inc. to the School Readiness Programs to purchase child care services in Hillsborough County for children of eligible families participating in Workforce Investment Act employment and training activities. There is no district-generated revenue used for this purpose.
