Approve Letter of Engagement With HBEC Group, Inc. for Professional Services Related to School Board Government Relations - $65,000.00 (Government Relations)

Multiple special legislative sessions have occurred in 2007, and there is an upcoming three-week Special Legislative Session scheduled to reduce the state budget that begins on September 18, 2007. These special sessions, the various state commissions and committees and the 2008 regular session all have or will impact education either directly or indirectly.

In preparation for the Regular Legislative Session in 2008, legislative committee meetings will begin August 27, 2007. Many committee meetings are held concurrently and that requires more than one person be present to attend these meetings. Legislative committees discuss bills that may ultimately become law and any amendments that may be considered are during those committee meetings. Assistance with these amendments and review of bills and related statutes are critical to support the programs for the School District of Hillsborough County.

The HBEC Group is uniquely familiar with the policies, priorities, and programs of the District. The firm is also uniquely familiar with state officials, and the processes of state government. The services of the firm will help support the educational program established by the School Board and the Superintendent for the period from August 27, 2007 through June 30, 2008. During committee meetings, special session(s) and the regular session, the firm will provide on-site support in Tallahassee.

For services rendered by HBEC Group, Inc., the School District of Hillsborough County will be billed a total of $65,000.00, payable at $6,500.00 per month, September 30, 2007 through June 30, 2008. The firm will assume responsibility for housing, meals, and travel costs associated with services provided.
