EXECUTIVE SUMMARY
This project was planned by the architectural firm of Long & Associates, Engineers/Architects, Inc. On September 28, 1999, the Board appointed the construction management firm of Hardin Construction Group, Inc. This new facility relieved overcrowding at Benito and Buchanan Middle Schools.
Soon after installation, the metal trim pieces in the stucco began to rust. Possible causes included the specification of non-standard materials, manufacturing defects, improper storage of materials prior to installation, damage during installation, improper painting, etc. Extensive tests failed to conclusively identify the cause of the failure. In the absence of clear responsibility for the failure, the extraordinary remedial costs will be shared by the architect, construction manager, and owner. This change order compensates the construction manager for those costs which were not their responsibility.
