Approve Memorandum of Understanding Between the United Way of Tampa Bay and the School Board of Hillsborough County for Use of Erwin Technical for a Recovery Management Center

EXECUTIVE SUMMARY

United Way of Tampa Bay, Inc. (UWTB) requested permission from the School Board of Hillsborough County (the School Board) to use Erwin Technical Center (Erwin) as a Recovery Management Center (RMC) during disaster events. The attached Memorandum of Understanding (MOU) details the purpose, scope and responsibilities of both parties. Erwin was selected by the United Way because the facility is equipped with the basic accommodations necessary to sustain emergency staff during disaster situations.

The RMC will provide a central location for teams of non-governmental organizations in the three-county area, to develop and implement plans that will ensure impacted residents have access to services during the response, short-term and long-term recovery phases of a disaster.

The School Board will be responsible to provide access to RMC staff, one room for twelve staff, electrical service, desks or tables and chairs, access to existing telephone landlines for voice, e-mail, and fax/text messaging, access to internet, basic accommodations such as restroom/shower, light kitchen, and sleeping quarters, and water as may be available for the duration of an event as determined by the Emergency Operations Center (EOC).

RMC will be responsible for provision of snack/light foods, special dietary items, water, hot/cold drinks, cots/air mattresses/bedding, medications, and personal hygiene items. RMC will maintain an inventory of any supplies used during activation and to reimburse the School Board for any office supplies consumed and replacement/repair of damaged property real or others as a result of RMC operation.

The attached MOU between the School Board and the United Way of Tampa Bay, Inc. for Use of Erwin Technical Site for a Recovery Management Center has been reviewed by the School Board Attorney as to form and sufficiency.

FINANCIAL IMPACT (Budgeted: No)

Approval of the MOU between the School Board and the United Way for use of Erwin for a Recovery Management Center will not have any financial impact to the School Board. The United Way and its agencies are responsible for provision of equipment and supplies necessary for the operation during a disaster event as determined by the EOC.
