Approve Renewal Interlocal Agreement for Educational Services with Hillsborough County Board of County Commissioners for Fire Fighter Training by Learey Technical Center, 2010/2011 (Curriculum and Instruction Division)

EXECUTIVE SUMMARY

We request approval of the renewal of Interlocal Agreement for Educational Services to provide training for employees of Hillsborough County Fire Rescue. Learey Technical Center successfully initiated training for Hillsborough County fire fighters in 1991 through an Interlocal Agreement for Educational Services with the Hillsborough County Board of County Commissioners. Approximately 900 Hillsborough County fire department employees are trained in the areas of fire fighting science and techniques, as well as emergency medical procedures. This interlocal agreement is mutually beneficial for continuation of necessary fire fighter sciences training throughout Hillsborough County.

This continuation agreement for public service training of Hillsborough County fire rescue employees shall be in effect retroactively from July 1, 2010, through June 30, 2011, to apply to ongoing classes. Each year documents, which include tuition and fees are delayed by several factors related to the establishment of those rates: the recommendation of the Legislature; the signing/line-item veto of the Governor; the official fee memo from the Department of Education indicating the acceptable range of fees; calculations and recommendation of fee schedule; School Board approval of tuition and fees; and negotiations with agencies to insure mutual agreement prior to submission to the School Board for approval. Traditionally classes continue and are not disrupted during this process.

This item is included in the divisional general operating budget. The Occupational Completion Point (OCP) training programs provided for the Hillsborough County fire fighters generate Workforce Education Funds; Hillsborough County will pay up to $225,500 for OCP tuition and fee support classes. Funds remitted by Hillsborough County cover instructor salaries and district indirect costs.

EVALUATION

Evaluation will be based on an analysis of the number of hours of fire fighter training provided by June 30, 2011.
