Accept and Contract with the Proposal Submitted by Easter Seals Florida, Inc., Request for Proposal (RFP) #10023-DST Teen Parent Child Care Services (Business Division)

EXECUTIVE SUMMARY

On March 3, 2010, the Procurement Department, in conjunction with Drop Out Prevention, issued a Request for Proposal (RFP) to obtain child care services. Proposals were accepted on March 30, 2010. Hillsborough County Public Schools, Florida (HCPS) sought proposals from child care providers to provide a child care services program for the teen parent programs at Simmons Career Center, South County Career Center, and D.W. Waters Career Center in accordance with all conditions and standards of the Hillsborough County Child Care Ordinance and 65C-22 Florida Administrative Code Child Care Standards. The district utilizes two on-line vendor registration systems to notify potential bidders of opportunities.

Through these systems, one firm responded. The rate of reimbursement shall be based on the Hillsborough County School Readiness Gold Seal Child Care Rates determined by the School Readiness Coalition of Hillsborough County d/b/a Early Learning Coalition of Hillsborough County (the Coalition). A more detailed review of the specifications can be obtained by contacting the Procurement Department.

Funding for this project is be based on the Hillsborough County School Readiness Gold Seal Child Care Rates determined by the School Readiness Coalition of Hillsborough County d/b/a Early Learning Coalition of Hillsborough County (the Coalition). This item is included in the District Special Revenue/Federal Programs Budget and does not impact Part 1 of the budget.

EVALUATION

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
