Approve the Purchase of Recommended Titles for Online Credit Recovery Programs Instructional Materials from Compass Learning for Use in the District's Dropout Prevention Program (IMPACT) (Business Division)

EXECUTIVE SUMMARY

A district committee evaluated instructional software for use with students enrolled in the Hillsborough County School District Dropout Prevention Program (IMPACT). All of the district's required policies and procedures were appropriately followed. The software selected for use was Compass Learning. Each of the high school academic supervisors reviewed, discussed, evaluated, and approved their curriculum for use as credit earning or recovery by any student, as it meets the rigorous requirement for academic success required by our district. The Assistant Superintendent of Curriculum and Instruction has reviewed the purchase of this product for one academic school year.

FINANCIAL IMPACT (Budgeted: Yes)

Compass Learning's original single year retail price was $665,200, they originally quoted a discounted price of $455,250. Subsequent negotiation with the Procurement Department decreased the quote to $334,000, an additional savings of $121,250. Funds of approximately $334,000 will be available in the Supplemental Academic Instruction and Comprehensive Reading Plan Instructional budget for the purchase of the Online Credit Recovery Program.

EVALUATION

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
