SUBJECT / RECOMMENDATIONS

Accept and Contract with the Lowest and Best Proposal Submitted by Catapult Learning, LLC, Request for Proposal (RFP) #10006-DST Client Services, Private School Reading and Math (Business Division)

EXECUTIVE SUMMARY

On February 10, 2010, the Procurement Department, in conjunction with the Federal Programs Department, issued a Request for Proposal (RFP) for qualified firms to provide client services for private schools in reading and math. The initial term for the contract is for a five-year period. This contract may be renewed for two additional one-year periods, provided all terms and conditions remain unchanged and in full force and effect. The following factors were considered when evaluating proposals: qualifications and experience, capability, implementation plan, utilization of small businesses, and pricing. Proposals were accepted on March 11, 2010. The district utilizes two online vendor registration systems to notify potential bidders of opportunities.

Through these systems, five firms responded (Attachment A). The proposals were evaluated based on stated RFP criteria (Attachment B). The evaluation committee scored and ranked the proposals (Attachment C) and then moved to recommend one vendor for award (Attachment D).

This item is included in Special Revenue Title 1, Part A funds and Title 1 American Recovery and Reinvestment Act (ARRA) funds. Allotment of funds will be available when student numbers have been confirmed and the services contract between Catapult and Hillsborough County Public Schools will be submitted at a later date.

EVALUATION

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
