Approve Appointment of Construction Management Firms for Renovation at
Bloomingdale and Gaither High Schools

EXECUTIVE SUMMARY

These projects provide for renovation of Bloomingdale and Gaither High Schools. The Board previously appointed Holmes Hepner and Associates Architects and Schenkel & Shultz, Inc. respectively, to provide design services. Appointment of qualified firms to provide construction management services is now required.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms for the required service by a Professional Services Selection Committee that includes representatives from several District divisions and the community. Attachment C identifies the specific committee members participating in this selection and the organization represented by each.

A total of nineteen firms responded to the solicitation included at Attachment B. Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firms deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee ranking and successful negotiations, staff recommends the appointment of Allstate Construction, Inc. for the Bloomingdale High School Renovation, and Batson-Cook Company for the Gaither High School Renovation, for a fixed fee for each project of $653,600.

FINANCIAL IMPACT (Budgeted: Yes)

The construction budget is $15,200,000 for Bloomingdale and $15,200,000 for Gaither. These items are included in the District Capital Outlay: Certificates of Participation Series (CoPS) and Local Millage.
