Approve the Interlocal Agency Agreement with Hillsborough County Board of County Commissioners Head Start/Early Head Start Program for Participation as a Delegate in the Head Start Program (Student Services and Federal Programs Division)

We request approval of the Interlocal Agency Agreement with Hillsborough County Board of County Commissioners Head Start/Early Head Start Program and the Hillsborough County Public Schools (HCPS) Head Start Program. HCPS Head Start Program has been in operation for 46 years as a delegate Head Start agency and continues to provide comprehensive services to the 1812 eligible children, ages 3 - 5, served in 91 classrooms at 50 elementary sites. This interlocal agreement is in effect October 1, 2010 through September 30, 2011.

The total funding of $10,462,608 is federal flow-through dollars from the Board of County Commissioners, Head Start/Early Head Start and contracted to the HCPS Head Start Program. These dollars consists of $10,396,110 in Head Start base funding and $66,498 for training and technical assistance. All funds are expended for the operation of the Head Start Program for services provided to eligible children and families.

Financial statements are audited by the Hillsborough County Board of County Commissioners, Head Start/Early Head Start, as prescribed by law. Federal funding for the HCPS Head Start Program flows through the Grantee, Hillsborough County Head Start/Early Head Start. There is no district generated revenue used for this program.
