SUBJECT / RECOMMENDATIONS

Approve Contract Renewal for Tampa Bay Academy Charter School

EXECUTIVE SUMMARY

Charter legislation includes a provision for the renewal of a charter contract for those schools that have successfully completed their contract term. The school district's process for contract renewal consideration includes the submission of a letter of intent to renew the contract, a comprehensive program review, an update of the charter application, and the development of a new contract.

Consistent with established procedures, a district review team assessed the school's performance relevant to student achievement, finance, governance, administration, curriculum and instruction, and assessment.

Attached is a report of the review team's findings and recommendations (Attachment 1). Staff recommends approval of a five-year contract for Tampa Bay Academy Charter School (Attachment 2). An application update including a five-year budget and management agreement submitted by the school are Appendix I of the contract. Appendix II is the annual goals submitted by the school.

The attached application update, academic goals, and management agreement are original documents submitted by Tampa Bay Academy Charter School.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

* Demonstrate consistent and effective teaching methods, * Motivate students to become responsible learners, * Challenge and support all students with an appropriate curriculum, * Demonstrate best financial practices, * Demonstrate "best practices" in all aspects of safety including students, employees, visitors, facilities, transportation, and health

FINANCIAL IMPACT (Budgeted: Yes)

The charter school's projected enrollment is 186 students which will generate approximately $3,500,000 in Florida Education Finance Program (FEFP) funds. The school district retains a five (5) percent administrative fee for up to and including 250 students (approximately $175,000) of FEFP funds to offset services provided by the district. The school also receives approximately $100,000 in capital outlay funds from the Florida Department of Education. Costs associated with the development of the contract include district staff time and attorney fees.

EVALUATION

On June 30, 2015, Tampa Bay Academy Charter School will participate in another contract renewal process which will include, but not be limited to: site visits, quarterly monitoring of student achievement, monthly monitoring of financial records and a comprehensive district review.
