Florida Statute requires each school district to develop and approve a district five-year capital outlay work plan. The plan must be submitted to the Department of Education prior to October 1st of each year. The plan must include a schedule of all major repairs, renovations and new construction projects planned and information about class size and the use of portable classrooms in the school district. The capital outlay revenue of the district must also be projected. The Capital Outlay Full Time Equivalent (COFTE) projections are based on cohort projections from the annual live birth rates within the school district. The Five-Year Work Plan includes projected capital needs, not only for the current 5-year period, but years 6-10 and years 11-20.

As required by our interlocal agreement for School Facilities Planning, Siting and Concurrency, the tentative work plan is reviewed and discussed with other public agencies in the county including Hillsborough County, the Planning Commission, and the Cities of Tampa, Plant City and Temple Terrace. In addition, the plan was presented to the Planning Commission on September 13, 2010. Comments from reviewing parties include:

• The number of schools operating above capacity has decreased from the previous year
• COFTE projections are more than double the increase projected last year for the 5-year period
• Continued slow growth combined with the construction of new facilities over the past few years has significantly helped to reduce capacity issues prevalent a few years ago
• Applauded district efforts to build new schools and additions to existing schools to provide permanent capacity to comply with the class size reduction amendment.

The attached work plan is presented in the Department of Education format and has been updated to reflect the most current information available. All projects that appear in the tentative plan approved on July 20th are included in this final plan.

The plan identifies $199,097,835 in funded maintenance and major repair projects. An additional $62,400,976 in new construction projects are identified. Eighteen renovation projects totaling $132,806,988 are not funded.
