On May 12, 2010, the Florida Department of Education (FDOE), under the authority of the State Homeland Security Grant Program, awarded funding to Hillsborough County Public Schools in the amount of $196,000 for a project entitled K-12 Access Control Domestic Security. The grant provides for a variety of security enhancements at multiple sites.

District staff developed and awarded three separate projects to accomplish the enhancements. Staff used an existing bid to install security cameras at Blake High School, and publicly advertised bid solicitations for two other projects: Fencing Improvements at Multiple Sites, awarded to the low bidder McConnie Fence Company to provide additional fencing and gate enhancements at eight schools; and Remote Access Control at Multiple Sites, awarded to the low bidder All Electronic Services, Inc. to provide video/intercom access control systems at fourteen schools.

Bid prices have been lower than anticipated in the grant application, and grant funds are available to address additional requirements. In order to utilize 100% of the grant funding, Change Order No. 5 to the Fencing Improvements contract adding fencing and gates at four schools and Change Order No. 1 to the Access Control contract adding remote access control systems at four additional schools and additional components at a school included in the original requirements, are proposed. A time extension for each project is included for completion of the work.

Attachment A identifies both the scope envisioned in the grant application, and the additional scope made possible as a result of the favorable pricing, and included in the proposed change orders.

Expenditures are funded as follows: $61,509 from FDOE and $6,476.30 from Local Millage for fencing improvements, and $77,779 from FDOE and $4,175 from Local Millage for remote access control.
