Approve the Restructuring of the Existing Office of Pupil Placement and Support Programs, the Offices of Choice, Magnet, and Pupil Administrative Services

EXECUTIVE SUMMARY

On January 16, 2007, the School Board approved a contract with Competitive Performance Systems, Inc. (CPS) to provide assistance in developing and achieving an organizational structure for the Office of Pupil Placement and Support Programs. This assistance included reviewing existing procedures and processes for all School Choice options (Choice, Special Assignment, and Magnet School student placement). The contract was funded under the District’s existing Voluntary Public School Choice Grant which was recently re-funded by the U.S. Department of Education for another five (5) years effective October 1, 2007.

On October 9, 2007, a Board Workshop was held to discuss the restructuring. Attached are the results and recommendations from the contract with CPS. The recommendations specifically address the restructuring of the existing Office of Pupil Placement and Support Programs and the restructuring of existing personnel processes and functions in the offices of Choice, Magnet, and Pupil Administrative Services.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 The district will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

Goal 6 All schools in the district will be assigned a state grade of A, B, or C.

FINANCIAL IMPACT (Budgeted: Yes)

The new Voluntary Public School Choice Grant funded ten instructional units for the District’s AVID Program at $332,091, saving the District this amount of funds from Part I. Unfunded needs for the restructuring proposal total $157,148 which will be paid from Part I. The District has a positive balance of $174,943 remaining in Part I after funding the restructuring proposal.
