During the 1999-2000 school year, the School Board approved the RFQ (Request for Qualifications) process to expedite the bidding process for maintenance projects costing less than $200,000. Pre-qualified contractors for each RFQ discipline are afforded the opportunity to bid on these maintenance projects as they become due, typically scheduled yearly on the District's Five-Year Plan. On September 26, 2007, the Procurement Department solicited a new Request for Qualifications to establish a pool of qualified contractors who could erect and maintain marquee signs throughout our District. The qualifications were due on October 17, 2007, and a list of recommended contractors meeting all requirements is attached. New contractors will be invited to qualify quarterly, as needed.

As stated in OPPAGA report: “Efficient purchasing and warehousing require that management processes be in place to ensure that supplies, equipment, and services vital to the school’s education mission are purchased from a competitive source, in the right quantity, delivered timely to the correct location, and stored in a secure location."

Funds are available in the Maintenance Department and School Site General Fund to finance these projects.

Contract administration or evaluation is performed by the Project Manager and Senior Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.
