SUBJECT / RECOMMENDATIONS

Approve Amendment I of the Contracts with Early Childhood School Readiness Programs and Seventy-Eight (78) Child Care Providers (See attached list.) (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

By virtue of these contracts, the child care providers deliver child care services to low-income families participating in the School Readiness Program. The contracts are effective July 1, 2007, through June 30, 2008. Amendment #1 is written to correct the number of paid regular and floating holidays. The original contracts incorrectly stipulated a total of five (5) holidays instead of twelve (12).

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 – The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The remaining funding of $12,833,900.44 will be expended for school readiness services at these contracted sites for approximately 4,602 children ages 0-5 at a monthly rate of $316.66 per child and for approximately 928 school age children at $158.33 monthly per child. All of the funds are allocated by the Agency for Workforce Innovation Office of Early Learning to Hillsborough County School Readiness Coalition, Inc., which then contracts with Early Childhood School Readiness Programs to provide intake, eligibility and provider reimbursement services.

EVALUATION

Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by the Agency for Workforce Innovations. The School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
