SUBJECT / RECOMMENDATIONS

Approve an Increase of $72,970 for the Third Party Contract with Catapult Learning to Provide Client Services for the Title I Private School Reading and Math Program (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

On August 7, 2007, the School Board approved a renewal contract with Catapult Learning in the amount of $888,863 to provide reading and math services at participating Title I private schools. Additional dollars are required to be added on to this contract for instructional services due to the district’s responsibility to provide equitable share dollars to private schools for Title I off the top set asides. This is a requirement of the No Child Left Behind Act. The additional dollar amount to be added onto this year’s contract is $72,970. These dollars will be used to provide additional instruction to eligible students at participating private schools who are most in need academically.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1 - The percentage of students scoring at Level 3 or higher on the Florida Comprehensive Assessment Test in Reading will increase a minimum of 5%. Goal 2 - The percentage of students scoring at Level 3 or higher on the Florida Comprehensive Assessment Test in Mathematics will increase a minimum of 5%.

FINANCIAL IMPACT (Budgeted: Yes)

The additional $72,970 would raise the total contract amount to $961,833 which is paid from the Title I, Part A. grant.

EVALUATION

At the conclusion of the 2007-08 school year, a complete program evaluation will be conducted. Student achievement data, as well as survey results from principals, teachers, and parents will be used to determine overall program effectiveness. The results of this evaluation will be shared with the provider and be a critical factor when the district determines contract renewal and any future contract awards.
