SUBJECT / RECOMMENDATIONS

Approve Title I Project for 2007-08 Including Programmatic and Fiscal Requirements, Instructional Strategies and Goals, and the Title I Parent Involvement Policy (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The process for developing the Title I, Part A Project is a collaborative effort between school site personnel, parent and community stakeholders, as well as district staff across several divisions. Since Florida’s Department of Education will be monitored during the 2007-08 school year for its compliance with the No Child Left Behind Act, all federal school district project applications received extensive review and verification of compliance prior to receiving state approval. This application and its contents are compliant with all federal requirements and provides detail regarding how Title I resources are supporting student achievement at Title I Schools. Parent Involvement is also a key component to student success at Title I Schools. As a part of the Title I Project, a Title I Parent Involvement Policy was developed in collaboration with all stakeholders to provide assistance to Title I schools in meeting the needs of parents. Title 1, Part A funds will provide supplemental resources to support educational programs for approximately 80,000 children in 123 School-Wide Program schools. Along with school site support, Title I funds are used to support federally required set asides such as NCLB Choice, Private Schools and Parental Involvement. Equitable funds are also used from Title I, Part A to support the district’s programs for neglected, delinquent, and homeless youth.

Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10% as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

This item is included in the District Special Revenue/Federal Programs Budget. This project will provide approximately $50,000,000 in federal funds under Title I, Part A.

EVALUATION

By October 1, 2008, a comprehensive evaluation of the 2007-08 Title I Project will be completed. The evaluation will determine the impact that Title I funds had in increasing student achievement at eligible schools. The information will be used to better prioritize and direct federal dollars toward programs and initiatives that are closing current achievement gaps.
