Approve Revision in Contract With PACE Center For Girls - Hillsborough

EXECUTIVE SUMMARY

PACE Center for Girls provides a 230-day non-residential dropout prevention program for 50 at risk girls, many of whom have been adjudicated delinquent by the courts and are under the supervision of the Department of Juvenile Justice. PACE provides the facility and all of the personnel for the educational program, with support and oversight by the school district’s Youth Services program. The school district is required to pay private providers like PACE 90% of all FTE revenue earned and provide access to all applicable categorical funds. Additional funds have been provided through Specific Appropriation 86 for a supplemental allocation for juvenile justice education programs, which will increase the maximum amount the School Board will pay during the term of the contract. The PACE contract is on file in the Office of Non-Traditional Programs.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

All district goals, with the exception of Goal 6 – All schools in the district will be assigned a state grade of A, B, or C. Educational programs serving students under the supervision of the Department of Juvenile Justice are not assigned grades by the state.

FINANCIAL IMPACT (Budgeted: Yes)

The cost of the revised contract is $313,987.32, reflecting an increase of $45,033.75. This amount is calculated using the projected FTE generated revenue minus the 10% administrative cost allowed by the Florida Law (HB 1989) and a percentage of the cost of direct instructional services provided by a district bilingual paraprofessional who serves this site. This item is included in the Part 1 budget for 2007-2008.

EVALUATION

Each juvenile justice education program is evaluated annually through a quality assurance review conducted by the Juvenile Justice Educational Enhancement Program (JJEEP). This review will be completed by June 30, 2008.
