Approve Negotiation of Purchase Price for Property Adjacent to Meacham Replacement Site at Scott and Governor Streets

EXECUTIVE SUMMARY

On April 24, 2007, the Board approved the sale of Meacham Alternative Education site located in Central Park Village to the Tampa Housing Authority as part of the overall redevelopment of this area. As part of this transaction, the Board received cash and the deed to a 2 +/- acre parcel on the northern portion of the new Central Park Village Development. By separate Board action the proposed middle school, which is planned to be built on this site in the next five year period, will be named Christina Meacham Middle School.

Recently, Hillsborough County Public Schools' staff has been informed that the Paradise Missionary Baptist Church adjacent to the Meacham replacement site at Scott and Governor Streets in Tampa is available for purchase. The land area is 9,460 square feet with 86 feet of frontage on Scott Street and 110 feet of frontage on Governor Street. There are two buildings on the property; one is primarily used as the pastor's residence and the other as the church. Both buildings are in either poor or average condition. Appraisals have been performed by two independent appraisers under continuing contract with the district.

If this site is acquired, the buildings would not be able to be incorporated into the future school campus and therefore represent no value to the District due to non-compliance with DOE and code requirements for an educational facility. Staff would be negotiating on the basis of land value only.

FINANCIAL IMPACT (Budgeted: Yes)

The negotiated purchase price plus closing costs will be derived from 2 Mill Funds.
