Performance Evaluation -- UNICOR Recycling Contract

EXECUTIVE SUMMARY

On May 16, 2006, the Board awarded Request for Proposal #4707 – HM Disposal and Recycling of Electronic Equipment to UNICOR Recycling Business Group. UNICOR is operated by the Federal Prison System (Department of Justice), and completes all recycling at the federal correctional facility in Marianna, Florida. All electronic equipment is loaded onto tractor trailers at the district’s warehouse facilities and transported to UNICOR’s facility at no cost to the district. UNICOR then properly recycles the equipment in compliance with the district contract, environmental regulations, and industry standards. Any salvageable equipment has the data “wiped” clean following the United States Government standard for cleaning data from electronic devices.

An evaluation of UNICOR’s contract compliance was conducted by district staff during 2007. The findings indicate that UNICOR is in compliance with the terms of the contract and is meeting the district’s needs for recycling electronic equipment in an environmentally compliant manner. Under this contact there is no charge to the district for recycling this equipment and as such, the evaluation indicates the district has realized a first year savings of $75,000 (Attachment #1). Further, an onsite inspection of the Marianna facility indicates that UNICOR is in compliance with terms of the contract as well as environmental regulations (Attachment #2). It should be noted the district has been recycling all electronic equipment (including televisions) since 1998, almost 10 years before recycling was required by local governments and environmental regulations.
