Approve Amendment #2 of the Contract Between Early Childhood School Readiness Programs and COGIC (Church of God in Christ) Developmental Day Care Center (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

Under this contract, COGIC Developmental Day Care Center delivers child care and early education to children of eligible low-income families residing in Hillsborough County. The term of the contract is July 1, 2007, through June 30, 2008. On January 18, 2008, the Early Childhood School Readiness Programs received notification from COGIC Developmental Day Care Center advising that the facility changed its name to College Hill COGIC Preschool and its location to 1002 East Martin Luther King Jr. Boulevard, Tampa. Therefore, Amendment #2 modifies the contract to reflect the new name and location of the organization.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 – The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

No change in the financial impact of this contract is effectuated by Amendment #2. Approximately $39,370 of the $338,200 original contract total ($3,800 average annual cost per child) has been reimbursed to COGIC Developmental Day Care Center. The remaining funds will be expended to the facility under its new name, College Hill COGIC Preschool, at its new location for approximately 89 children. All funds are allocated by Agency for Workforce Innovation Office of Early Learning to Hillsborough County School Readiness Coalition, Inc., and by virtue of a contract to Hillsborough County Public Schools – Early Childhood School Readiness Programs.

EVALUATION

Each year the financial statements are audited by Hillsborough County School Readiness Coalition, d/b/a Early Learning Coalition of Hillsborough County as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by Agency for Workforce Innovations. School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
