Approve Amendment # I of the Contract with Hillsborough County School Readiness Coalition, Inc., Doing Business As Early Learning Coalition of Hillsborough County, and Hillsborough County Public Schools (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

This contract with Hillsborough County School Readiness Coalition, Inc., d/b/a Early Learning Coalition of Hillsborough County, and Hillsborough County Public Schools is for the provision of early childhood education and child care services for low-income families. The term of this contract is July 1, 2007, through June 30, 2008. Amendment # I increases funding to sustain current child care slots through FY 2007-2008. Early Learning Coalition of Hillsborough County Board of Directors met and approved the $2,401,734 funding increase at its regularly scheduled meeting on January 14, 2008. Amendment #1 is effective February 19, 2008.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The original total of $43,331,333 is increased to $45,733,067. The federal/state funding originates with the Agency for Workforce Innovation Office of Early Learning flowing through Hillsborough County School Readiness Coalition, Inc., d/b/a Early Learning Coalition of Hillsborough County and passed to Hillsborough County Public Schools to provide early education and child care for children from eligible low-income families. The total funding minus intake and eligibility services, child care resource and referral, inclusion services, earmarked funding for infant and toddler quality enhancement, and administration costs leave the remainder of $38,841,646 for direct child care services at an annual average rate of $3,800 per child for approximately 10,221 children. The increase allows approximately 1,890 children to remain in care through the end of FY 2007-2008.

EVALUATION

Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by Agency for Workforce Innovations. School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
