Human Resources Management and Development (HRMD) System for Administrator Selection.
EXECUTIVE SUMMARY
The Management Training Act of 1981(FS231.087) provided for the preparation and certification of school principals and established the Florida Council on Education Management (FCEM). FCEM was granted authority to identify guidelines and monitor compliance of school districts with respect to the selection, assessment, and professional development of school leaders. These guidelines evolved into a comprehensive program known as the Human Resources Management and Development (HRMD) system. Subsequent legislation (FS231.0861) specifically required school boards to adopt and implement an objective-based process for the screening, selection, and appointment of assistant principals and principals that met the FCEM criteria.
Hillsborough County Public Schools earned its initial approval for its HRMD system as required by July 1986 and maintained that approval status until the Management Training Act was repealed June 30, 2000. While the principles and guidelines associated with the selection of administrators remain sound, the written plan needs updating in its details, and perhaps its scope, and is presented to the Board for comment and review.
