Approve Agreement for Technical Services with Heinemann Workshops to Present a Three-day Middle and High School Literacy Institute - $89,000 (Curriculum and Instruction Division)

EXECUTIVE SUMMARY

We request approval of the Agreement for Technical Services with Heinemann Workshops to develop and deliver a three-day literacy institute titled, Closing the Reading Achievement Gap for Middle and High School Students. Middle and high school reading teachers and reading coaches from all middle schools, high schools, alternative education sites, and ESE centers will participate in the institute which will be held June 17-19, 2008, at the Embassy Suites, USF.

The Institute will feature nationally renowned adolescent literacy researchers, writers and presenters, Kylene Beers and Robert Probst. Dr. Beers is currently the Senior Reading Advisor to Secondary Schools with the Teachers College Reading and Writing Project, Columbia University and chair of the National Adolescent Literacy Coalition. Dr. Probst is a Professor of English Education at Georgia State University. The institute is a follow-up to a districtwide book study of Dr. Beers book, When Kids Can’t Read, What Teachers Can Do. As a result of participation in the institute, teachers will have a deeper understanding of how to integrate the research-based strategies presented in Dr. Beers’ book into their daily literacy instruction. Specific techniques are included to address the unique needs of all at-risk AYP subgroups. As a result of participation in the institute, reading coaches will be able to assist teachers in implementing differentiated instruction techniques by utilizing coaching strategies presented during a specialized coach session on the third-day of the institute. Heinemann’s services for the three-day institute will include:

  • Registration fee for 220 teachers and reading coaches
  • Acquisition of and all fees for two nationally recognized speakers
  • Contracting with the venue for the institute and all subsequent site fees
  • Site coordination for audio-visual and registration requirements
  • Assistance with advertising
  • Printing of all handout materials

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1 - The percentage of students scoring at Level 3 or higher on FCAT reading will increase a minimum of five percentage points.
Goal 5 - The district will eliminate the achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

Funds of $89,000 (approximately $130 per teacher/per day) are available in the K-12 Comprehensive Reading Plan, Project 4625.

EVALUATION

Pre- and post-teacher surveys are conducted, classroom observations and individual coaching sessions are conducted, student and teacher artifacts are collaged, and a formal written evaluation is completed at the conclusion of the 3-day workshop.
