Interlocal Agreements to Implement School Concurrency
EXECUTIVE SUMMARY
In July 2005, revisions enacted by the Florida Legislature pertaining to school planning became effective. Those revisions require all local governments and school districts to develop and implement a school concurrency program. Hillsborough County's due date for school concurrency is July 1, 2008. In order to implement concurrency the School Board and each local government must enter into an interlocal agreement specifying the standards and procedures that will be used to administer the school concurrency program. Attached are proposed Interlocal Agreements with each local government. These are revisions to the 2003 School Facilities Planning and Siting Interlocal Agreements already in effect. The revisions for concurrency have been under development since 2006. The School Board reviewed drafts of these Agreements in a workshop on March 19, 2008. The School Board is requested to approve the revisions to the Agreements as shown. The Planning Commission is scheduled to review them and sign them on April 14, 2008 and the Board of County Commissioners is scheduled to review and sign the Agreements on April 17, 2008. Subsequently, the remaining local government will review and sign the Agreements as well as adopt the related components to implement school concurrency.
