During the November 1997 Special Session of the Florida Legislature, Florida Statute 235 was amended to require each school district to develop and approve a district five-year capital outlay work plan. The plan must be submitted to the Department of Education by October 1. Changes can be made by Board action at a noticed meeting at which the public has an opportunity to comment.

The current plan was approved by the Board on September 18, 2007. As a result of the local government approval process for High School UUU, Elementary J, and a future middle school, an amendment to the plan is required to include traffic improvements for the construction of these schools. The Land Use Hearing Officer and Hillsborough County Planning and Growth Management require left and right turn lanes onto Gallagher Road from US Highway 92, a turn signal at the intersection of Gallagher Road and US 92, and a right turn lane from US Highway 92 onto McIntosh Road. The conditions of approval require that the necessary road improvements are placed into the facilities plan of the School Board or local government. Since the School Board is constructing the improvements, the Five-Year Plan is being amended to include the road projects.

Provide adequate school facilities for the accomplishment of all District Goals and Critical Success Factors.

The District will initially fund all improvements with reimbursement from Hillsborough County dependent upon the outcome of the Declaratory Petition. Funds in the amount of $3.2 million will be derived from 2 Mill.
