SUBJECT / RECOMMENDATIONS
Approve Grant Application to Florida Department of Education, and if Approved, Accept Carl D. Perkins Career and Technical Education Grant Funds, 2008/2009 - Estimated Funds $2,872,149 (Career and Technical Education and Adult Technical Education)
EXECUTIVE SUMMARY
We request approval to submit grant applications to the Florida Department of Education Division of Workforce Education for the federal Carl D. Perkins Career and Technical Education Act of 2006 (Perkins III), CFDA #84.048. Funding proposals have been developed for 2008/2009 for secondary, postsecondary, and Career Pathways (Tech Prep) education. This Act provides July 1, 2008 – June 30, 2009, funds.
Secondary Vocational Programs – Approximately $1,907,135
Postsecondary Vocational Programs – Approximately $854,370
Tech Prep Programs – Approximately $110,644
Through design the purpose of this Act is to be achieved by: - Increasing the number of students taking rigorous curriculum,
- Increasing high school graduation rate,
- Increasing student choice and acceleration to postsecondary, and
- Reducing the number of students needing postsecondary remediation and increasing numbers continuing onto postsecondary education.
Accountability is a major element and includes core indicators, such as: - Student attainment of state academic and Career and Technical Education standards,
- Student attainment of a high school diploma or GED; or postsecondary degree/credential,
- Placement and completion of postsecondary education, placement in military service, or placement in employment,
- Exceptional Student Education (ESE) student workforce readiness, and
- Student participation in, and completion of, Career and Technical Education programs that lead to nontraditional training and employment.

FINANCIAL IMPACT (Budgeted: Yes)
If approved, grant funds of $2,872,149 will be included in the divisional special revenue/federal programs budget.
Administrative costs are included in the grant budget.
EVALUATION
Perkins performance measures are negotiated between the State and the Federal Government. The completed evaluation report for the 2008/2009 grant will be provided to the school district in April 2010.
