Approve Amendment #0001 to Contract LK820 with the State of Florida, Department of Children and Families (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The original two-year cost reimbursement contract (October 1, 2007, through September 30, 2009) provides child care services for refugee families resettling in Hillsborough County. Refugee clients are referred for service by local resettlement agencies under contract to the Department of Children and Families. The funding is set at $750,000 for approximately 185 children per year. Amendment #0001 increases the funding amount to $950,000 for approximately 220 children for the the first year only because of an unexpected increase in the number of refugee children requiring child care services.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

Amendment #0001 increases funding by $200,000 providing a total of $950,000 for the first year of the contract. Of the total, $896,560 is to be used for direct child care services for approximately 220 children of refugee families at a rate of $4,075. The remaining $53,440 covers the costs of program implementation. These federal funds are channeled to the District through the Department of Children and Families - Office of Refugee Services.

EVALUATION

As prescribed by law, Contract LK820 and any amendments made a part thereof are audited by the Department of Children and Families - Office of Refugee Services during the performance of said contract. The funding originates with the Federal Department of Health and Human Services – Office of Refugee Resettlement, and by grants is allocated to the Department of Children and Families - Office of Refugee Services. By virtue of this contract, the funding is made available on a reimbursement basis for the School Readiness Program to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
