Approve Interlocal Agreement Between Hillsborough County and the School Board of Hillsborough County Regarding Construction of the Booker T. Washington Elementary School Covered Walkway to the Robert W. Saunders, Sr. Public Library

Hillsborough County Library Services has requested the School Board to join together to design and build a 225 linear foot covered walkway from the Robert W. Saunders, Sr. Public Library to Booker T. Washington Elementary School. Several meetings were held between Hillsborough County Public Schools ("HCPS") and County staff and it was agreed that HCPS staff will design and construct the walkway and the County would reimburse HCPS. The Board of County Commissioners approved the joint project on August 20, 2008 and a budget of $110,000 has been established.

The purpose of this joint project is to provide a safe pathway for the students to have access to the public library and for the additional benefit of the general public, faculty and staff of the School with this same access. The School Board will have ownership of the walkway on School property and the County will have ownership on their property. During regular school hours, the walkway shall be devoted exclusively to use by the school, students and library staff. Any County staff and all other persons desiring to enter the facility during any time when students may be present must comply with any and all screening and background checks as required by law and by School Board policy.

This Agreement has been reviewed by the School Board Attorney as to form and sufficiency.

Provide adequate school facilities for the accomplishment of all District Goals and Critical Success Factors.

The design and construction budget of $110,000 has been approved by the Board of County Commissioners and the cost will be absorbed by Hillsborough County Library Services' current approved funding. Reimbursement to the School Board will be accomplished after final completion of the covered walkway.
