Approve the Agreement for Technical Services for Dr. Kathleen Sanz to Perform the Year 3 Evaluation of the Professional Development for Arts Educators Grant (Information and Technology Division)

EXECUTIVE SUMMARY

The main overarching focus of the Professional Development for Arts Educators (PDAE) is to strengthen standards-based arts education. Intensive and sustained multi-format professional development includes peer coaching and mentoring to support classroom application of new learning. Current programs are enhanced through the development of strategy banks, model lessons, and the development of standards-based alternative assessments. The following elementary and middle schools are participating in this Year 3 PDAE Grant: Alexander Elementary, Broward Elementary, Crestwood Elementary, Cypress Creek Elementary, Edison Elementary, Egypt Lake Elementary, Gibsonton Elementary, Graham Elementary, Just Elementary, Lanier Elementary, Memorial Middle, Mort Elementary, Oak Grove Elementary, Potter Elementary, Robles Elementary, Shaw Elementary, Sulphur Springs Elementary, Tampa Bay Boulevard Elementary, Town and Country Elementary, Van Buren Middle, West Shore Elementary, and Wimauma Elementary.

The grant stipulates that an outside evaluation be performed. Dr. Kathleen Sanz has been offered an Agreement for Technical Services for this purpose. Dr. Sanz received her doctorate in Music Education from the University of Colorado and has served as an Adjunct Professor at the University of South Florida for Secondary General Music Methods. She has also served as the Director of Education for the Florida Orchestra and taught music in grades 1-6 for the Hillsborough County Public Schools. Dr. Sanz also has experience in professional development and served as the evaluator for the first and second year of the grant.

The evaluator's duties will include participation in planning and mentoring meetings with project staff. She will conduct on-site reviews of existing professional development plans and will observe participating teachers' lessons. Dr. Sanz will develop measurement instruments to address qualitative and quantitative objectives of the grant. She will review community artist activities. An analysis of the quantitative and qualitative data for inclusion in annual reports are provided to the U.S. Department of Education and to the Hillsborough County Public Schools.

FINANCIAL IMPACT (Budgeted: Yes)

The total Year 3 grant amount awarded is $287,258. Of this amount, $20,000 has been set aside for the Year 3 cost of an outside evaluator.

EVALUATION

A final report will be submitted to the U.S. Department of Education and the Hillsborough County Public Schools.
