Approve the Agreement for Technical Services for Dr. Mariann Schmudde to Perform the Duties Associated with the Evaluation of Year 5 of the Transition to Teaching Grant, Project #1374 (Information and Technology Division)

EXECUTIVE SUMMARY

The Transition to Teaching project focuses on the following: supporting eligible paraprofessionals in the pursuit of a Bachelor's Degree and full certification; recruiting, training, and supporting mid-career professionals in the pursuit of full teacher certification; supporting teachers participating in the Alternative Certification Program (ACP); placing and retaining highly qualified teachers in targeted high-need schools. In addition, a full partnership has been established and developed between the Hillsborough County Public Schools and St. Petersburg College for the purpose of implementing the Transition to Teaching project.

Dr. Mariann Schmudde is associated with Stetson University and carried out the duties of the evaluation for Year 3 and Year 4 of the Transition to Teaching project. Copies of previous years' evaluations are available upon request.

The duties of Dr. Schmudde will include, but not be limited to, the following: reviewing feedback from the Year 4 evaluation and making program adjustments as indicated by the data; reviewing and revising the Evaluation Plan for Year 5 as needed; implementing the Phase I Input/Process Evaluation, the Phase II Immediate Outcome Evaluation, the Phase III Implementation/Utilization Evaluation, and the Phase IV Impact Evaluation for Year 5; reviewing instrumentation; and evaluating the achievement data of students. The results of the Year 5 evaluation will be disseminated in a comprehensive interim report due by the designated date provided by the Grantor.

Of the $373,775 awarded for the Transition to Teaching project, $15,000 has been designated for the evaluation portion of the project.

EVALUATION

Interim and final reports will be disseminated to the program manager, the Department of Assessment and Accountability, and to the Hillsborough County Public Schools.
