EXECUTIVE SUMMARY
To complete the infrastructure and roadway improvements necessary at the Strawberry Crest High School and David E. Bailey, Jr. Elementary School campus located in Dover (the "School Campus"), additional properties for right-of-way need to be acquired. These right-of-way properties are for the installation of a sanitary sewer force main, stormwater improvements and road widening. School Board staff has retained an independent appraiser and cure expert to perform evaluations to establish the value of the acquisition area and for the performance of the cure plan method and cost. One of the properties is located on the east side of Gallagher Road, north of Highway 92 in Dover and is owned by Stephen and Kathy Brauner, depicted on Exhibit "A", attached hereto (the "Brauner Property"). It has been determined that 2,582 square feet will complete this portion of the acquisition at a value and a cost to cure of $9,770.00.
To finalize the sanitary sewer force main installation on a timely basis, School Board staff will request a temporary construction easement on the Brauner Property to begin installation of the infrastructure prior to the acquisition closing.

FINANCIAL IMPACT (Budgeted: Yes)
The funding for the right-of-way acquisition and cost to cure the Brauner Property for Strawberry Crest High School and David E. Bailey, Jr. Elementary School will be derived from Local Millage Funds.
