Approve Purchase Contract for Right-of-Way Acquisition and Temporary Construction Easement at Strawberry Crest High School and David E. Bailey, Jr. Elementary School in Dover (the "Blount Property")

EXECUTIVE SUMMARY

To complete the infrastructure and roadway improvements needed at the Strawberry Crest High School and David E. Bailey, Jr. Elementary School campus, the Board must acquire additional properties for rights-of-way. These properties are necessary for the installation of a sanitary sewer force main and stormwater improvements and road widening. School Board staff has retained experts to establish the value of the acquisition area and associated costs. One of the properties is located on the north side of East U.S. Highway 92, east of Gallagher Road in Dover and is owned by Sharon Faye Blount (Exhibit "A", the "Blount Property"). Two hundred and seventy-five square feet will complete this portion of the acquisition at a total cost of $620.00.

In order to complete the sanitary sewer force main installation on a time, School Board staff will obtain a temporary construction easement on the Blount Property so that installation of the infrastructure may begin before the acquisition closing at no additional cost.

The funding for the right-of-way acquisition and cost to cure the Blount Property for Strawberry Crest High School and David E. Bailey, Jr. Elementary School will be derived from Local Millage Funds.
