Approve Expenditure for Professional Services for
Steinbrenner High School

EXECUTIVE SUMMARY

On July 26, 2005, the Board appointed Sylla, Inc. and HCBeck, Ltd. to provide design and construction management services. This new facility is a reuse of the Middleton High School design. As of the current boundaries, relief will be provided for Alonso, Gaither, and Sickles High Schools.

Due to a failure by Sylla, Inc. to maintain required insurance, staff with the assistance of the School Board attorney terminated the agreement with the architect effective September 15, 2008 (see attachment). The final payment due Sylla, Inc. for services up to the date of termination includes amounts due the architect's subconsultants. Staff has previously received and validated complaints by these subconsultants of non-payment for previous work for which the architect was paid. In light of the history of non-payment by the architect, staff recommends direct payment to the affected subconsultants for their appropriate share of the final payment due the architect. Affected consultants and the amounts owed in conjunction with the final payment to the architect are:

Staff has executed a construction change directive with HCBeck, Ltd. to obtain the remaining design services required for completion of the project.
