Status Report: Small Business Enterprise (SBE) Program

EXECUTIVE SUMMARY

The objective of this report is to recognize the District's effort to reinvest tax dollars into the Tampa Bay area's small business community. On a periodic basis, the Office of Supplier Diversity (OSD) captures the performance of the District staff and its prime contractors in the utilization of small businesses registered with our OSD. The value of this report provides the Board and public a measurement of the District's program efficiency and the response to the District's performance expectation.

In the fiscal year 2007-2008 (the period of July 1, 2007 - June 30, 2008), new construction and major renovation (subcontractor expenditures) totaled $104,829,154. The percentage of construction tax dollars reinvested with certified OSD registered small business firms translated to 22.7% of all subcontractor bid awards during the subject period. As a part of this analysis, women and minority owned construction related subcontractors and suppliers registered with the OSD, performed work valued at $23,794,136 during the subject period.

The overall expenditure with SBE vendors is more than 25% higher than in 2007. The construction project analysis only includes those projects that reflected 80% or more of their budget having been expended in fiscal year 2008.
