Approve the Agreement for Technical Services with the Youth Crime Watch of America (YCWA) to Provide Participating Middle and High Schools with Technical Assistance (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

During the 2009/2010 school year, the Youth Crime Watch of America (YCWA) will provide technical assistance to pilot school sites to provide an enhanced program with measurable outcomes to create a YCWA “Best Practices” model that can be shared with other middle and high schools. The YCWA program emphasizes positive peer pressure in order to change attitudes, promote values, and motivate students to take responsibility for their actions through an array of youth-led activities. YCWA will provide resource materials, training, program implementation, coaching for both students and School Resource Officers. Through this pilot, YCWA will facilitate crime reports and action projects and assist with other site specific or district wide safety initiatives. Interested students are identified and a core group is selected. The YCWA representative will visit each school monthly, equating to 150 support sessions, facilitate trainings and submit an end of the year progress report. The program dates will be from October 7, 2009 through June 18, 2010. See attached list of schools.

FINANCIAL IMPACT (Budgeted: Yes)

The cost of this agreement will be paid for using Title 1 Part A funds in the amount of $20,000.

EVALUATION

At the conclusion of the pilot, district staff will review student survey data to determine the effectiveness of the instruction provided. This information will be used in determining future contracts with the vendor.
